This Manual provides a practical, theoretically informed handbook to support the negotiation of bilateral fisheries access agreements by
coastal States. Typically such agreements are negotiated by a team of officials from different departments and
ministries who come together from time to time to compose a Coastal State Negotiating Team (CSNT). Members of the CSNT typically have different disciplines, training, responsibilities and experience – an advantage as well as
a disadvantage in negotiations. The Manual seeks to provide CSNTs with guidance on process as well as content issues as Coastal States enter an increasingly challenging and competitive environment for access to their resources.
